How To Uninstall Cyber Security If My Internet Explorer Won’t Work?

I downloaded cyber security not knowing that it would mess up my computer, I tried uninstalling it and it won’t let me, I even tried going online and it won let me do that either, now I don’t know what to do, can anyone help me?

    You can remove it with this removal tool for this malware.http://www.net-studio.org/eng/patch/patc…
    Download and extract
    Launch
    Click on the delete button
    Restart your computer
    If you cannot download anything then download it in another computer, if you find one.

    Try doing these actions:
    1. Open my computer, choose disck C:
    2. Find Program Files; Common Files; CS Uninstall; Uninstall
    3. Run the file Uninstall.link
    Empty rcycl bin.
    When I had this parasite recently, these instructions helped, nothing was found after a full scan.
