    It is an online community of service providers and buyers throughout the world that can connect through the use of project posings. Everyone is rated based on their work history and quality etc., so you get a better idea of the type of people you are dealing with.
    The whole thing works kind of like e-bay. A buyer posts a project, and the providers interested in the project bid. The buyer may choose any of them based on their bid, portfolio, work history, etc. The money then goes to escrow and is released only when the project is finished. It is very well regulated.
    There are many service providers from India (as well as many other places), that I personally have had great experiences working with.
    The cost for buyers is free, and for providers, a basic account is free, but upgrades (which are recommended) cost a nominal fee for the chance to bid on a larger number of projects.
